As regards Keywords, here is some work that carol Dixon did as regards balck and Asian Studies:

In particular note: "Throughout the development of the CASBAH online database the project has sought to record methodologies and practices which will benefit individuals and organisations interested in the study of the Caribbean and the history of Black and Asian peoples in Britain. A key objective within the project's archive module has been to develop a thesaurus of terms for use in the CASBAH subject areas and contribute to the work of other projects involved in national thesaurus initiatives. Consequently all the non-UNESCO Thesaurus terms added to the CASBAH subject index (see Appendix 2) have been submitted to national bodies such as the Black and Asian Studies Association (BASA) Research Resources Working Party and the UNESCO Thesaurus Working Party for dissemination, discussion and peer review within the UK information sector. It is hoped that many of these terms will be incorporated into the database of  'New terms added to the UNESCO Thesaurus', administered by the Public Record Office, and available online at: http://www.pro.gov.uk/archives/unesco/introduction.htm. 
Ultimately this could lead to inclusion of the terms within a national thesaurus for the UK archives sector, currently being developed by the UNESCO Thesaurus Working Party."


As the (BASA) Research Resources Working Party is no longer functioning, I can't say how this process would work. Indeed it was problems in this area which made me see that an anti-systemic approach might prove more effective.
